(1) Full-time security guards are mainly young and middle-aged. Persons of below 45 years old account for more than 60%. They shall be healthy, work hard, and accept trainings periodically.

 

(2) Security guards shall be able to handle and deal with public order maintenance problems, correctly use various firefighting, physical protection and technical protection appliances and equipments, and be familiar with emergency plans of criminal/public security cases, disasters and accidents of all types.

 

(3) During work, wear security marks and uniforms (exquisite); abide by regulations of equipments and wearing; ensure appearance is clean and tidy; sit straight; never lean on objects.

 

(4) Equip with interphones and other necessary safeguard appliances.

(1) Arrange 24h guards in all entrances and exits. As for main entrance and exit, arrange two gatekeepers for 6:00-20:00 guard. Gatekeepers shall keep concrete shift change records and registration records of external vehicles.

 

(2) In case of needs of external persons to enter the community, gatekeepers shall ask the residents through interphone whether to let him/her in.

 

(3) Gatekeepers shall manage and guide vehicles entering/leaving the community, keep the entrances and exits clean, orderly and smooth, and record move-out of large objects.

(1) Patrolmen shall hold patrolling collectors, and carry out patrol once every two hours according to appointed time and line. Set patrol points in key parts (community roads, entrances and exits of units, floors and underground garage). Under normal conditions, the time error of every patrol point shall not exceed two minutes. The monitoring center shall keep patrol records.

 

(2) Upon receipt of fire alarms and alert situations, the patrolmen shall arrive at the scene within three minutes, assist in site preservation, and report to the management office and the police.

 

(3) If abnormal conditions occur or residents ask for emergency aid, the patrolmen shall arrive at the scene within three minutes and adopt corresponding measures.

(1) The community is equipped with a monitoring center, which shall have technical safeguard facilities including video monitoring (monitoring scope at least covers entrances and exists of units, as well as entrances and exits of main community roads), building speaking (visual), perimeter alarm (totally enclosed), resident alarm (100% installation, and intercom function), and smart card of door lock. The above facilities are opened 24h, and observed by specially-assigned persons to receive information conveyed by them.

 

(2) After the monitoring center receives alarm signals, the security guards shall arrive on the scene within three minutes for treatment; meanwhile, the monitoring center shall accept users’ request for help, and answer questions put forward by users.

 

(3) The community shall have emergency plans for fire accidents, water accidents and alert situations. These emergency plans shall be hung in the control room of the monitoring center. The community shall organize at least 1 emergency plan exercise.

(1) Set up indicators and marks on grounds and walls according to vehicle driving requirements. Vehicles shall abide by regulated driving lines, and parked in an orderly way.

 

(2) Appoint full-time persons for 24h patrol and assistance in parking.

 

(3) Appoint specially-assigned persons for 24h management of chargeable garages. Vehicles shall be parked in an orderly way. The garages shall be equipped with barrier gates and video monitor. Set up indicators and marks on grounds and walls according to vehicle driving requirements. The garages shall be equipped with complete illuminating and firefighting devices. Clean the garages once per day. Ensure there are no leakage, dead water, explosives, inflammables, and dangerous articles. All garages shall be well ventilated.
